Majesty's Consul-General at Canton and I asked the latter to let me know when Mr. Boehm left Canton. At the same time I gave directions to the Police to search Mr. Boehm on his arrival, to detain him under the Travellers Restriction Ordinmce pending the departure of his stemmer for Singapore and to place him in charge of the Captain of the ship the S. $. "Glenlogan".

About 8 p.m. on the night of the 12th.instant Mr. Boehm returned from Canton by train. He was arrested on his arrival and searched at the Kowloon Police Station, and subsequent- -ly sent over to the Central Police Station in Victoria. There I regret to state in spite of orders from the Captain Superintendent of Police that Mr. Boehm should be made as comfortable na possible" the latter was confined in a room which is well lighted by a large window, but is not furnished for sleeping purposes. There is a large settee in the room but it is not provided with cushions. The hour being late (10 p.m.) the Police store from which bedding could have been obtained was closed and the Inspect- -or on duty with reprehensible want of consideration merely supplied Mr. Boehm with a large uniform overcoat as a covering.
On the following morning Mr. Boehm was givan
breakfast in the quarters of the Chief Detective Inspector and
supplied with a bed and bedding. He was interviewed by the Captain Superintendent of Police and Captain Cassel and on the 14th.
instant he left for Singpore.

On the 15th, instant a letter copy of which
is enclosed was received by the Colonial Secretary from Mr. Volpicelli, Consul-General for Italy at Canton, and on this letter being submitted to me on the 17th. instant with the report of the Captain Superintendent of Police the gist of which has been given above I directed that it should be returned to Mr. Volpicelli
with a letter from the Colonial Secretary copy of which I app end.
But in view of the facts stated in paragraph 3 I caused another letter, copy enclosed, to be addressed to Mr. Volpicelli under
date of the 24th. instant.
